Action Plans for Control of Air Pollution at Pune and Solapur
Hon’ble Supreme Court of India is considering a Public Interest Litigation W.P.13029/1985 regarding air pollution in 16 cities in India. Mumbai, Solapur and Pune cities in Maharashtra have been included for the preparation of the action plans for the control of air pollution for these cities which inter-alia should include the pollution reduction strategies. Mumbai High Court is already seized with the matter regarding air pollution control in Mumbai as per action plan prepared by the State Government.

MPCB has prepared Action Plans for control of air pollution in Pune and Solapur cities and submitted to Environmental Pollution Control Authority (EPCA) set up by Supreme Court and chaired by Shri Bhurelal. Based on the review of the implementation of the above action plans, taken by the Bhurelal Authority on January 8, 2005 and January 9, 2005 at Pune and Solapur, respectively, a series of directions have been issued by MPCB to various authorities, who are responsible for the implementation of action plans to control the air pollution in these cities . The directions for Pune city include:
 
1. Use of Cleaner Fuel (LPG) for the auto rickshaws
2. Making available CNG in Pune for buses and other vehicles
3. Establish Bus Terminal on the outskirts of city for non Pune bound buses to decongest the unwanted bus traffic in city
4. Prevention and control of adulteration of auto fuels
5. Construction of By-pass to divert out bound traffic from the city
6. Paving of the footpaths to control dust pollution
7. Supply of Petrol with 1% Benzene and diesel with 500 ppm sulphur for the vehicles in the city and to further achieve EURO -III compliance
8. Implementation of new PUC norms for Pune
 
Solapur being a smaller city and the key sources of air pollution relate to vehicles especially to 2 wheelers and a collapsed city bus network. The EPCA reviewed the situation in Solapur and decided to set key deadlines as a strategy to reduce pollution in the city which include
 
1. Issue notification to ban the supply of loose 2 T oil
2. Examine the possibility of introduction of EURO III fuel
3. A comprehensive action plan to upgrade the Municipal Public transport system
4. Set up a pilot center for upgraded PUC for two wheelers using equipment and test methodology developed by ARAI
5. Upgrade the current petrol pump PUC centers
6. Encourage zero emission two wheelers
7. A time bound action programme for completion of Pune-Bijapur and Pune-Hyderabad By-passes, respectively
 

MPCB has issued necessary direction to implementing authorities and is following up with them for taking the effective steps for reduction in air pollution in Solapur city.
