Main constraint of the small scale industries to treat their effluent is the requirement of high capital cost, requirement of skilled manpower due to intermittent and small quantity of effluent.
CETPs are planned as a part of Common infrastructure in all major industrial areas, to take primary treated effluent from SSI units and treated effluent from MSI and LSI units.
Financial Assistance: 25% subsidy from Central Govt. (MoEF), 20% from MIDC, 5% from MPCB, 15% from user industries, 35% from Bank Loan. MIDC allotted the land for the CETP at nominal charges. The scheme was started in 1990.

First CETP in Maharashtra came up at Tarapur in 1994. This was followed by CETP’s at TTC, Navi Mumbai, Dombivali, Taloja, Mahad, Lote Parshuram etc.

INITIATIVES TAKEN BY MPCB TO IMPROVE EFFICIENCY OF CETPs:
- Prepared guidelines for operation and maintenance of CETP and published manual.
- Directions u/s 33A of The Water (P&CP) Act, 1974 issued to CETP’s to operate and maintain the CETP as per the manual published.
- Directions were given to CETP’s to upgrade / strengthen the existing treatment facility and enhance the capacity of CETP to achieve the prescribed standards.
- Constituted Local Area Environmental Monitoring Committee, comprising of members from MPCB, MIDC, CETP representative, local body representative for vigilance of CETP’s.
- Performance evaluation of CETP’s is undertaken for some of the CETP.
ACHIEVEMENTS OF CETPs :
Due to constant vigilance, time to time actions against defaulter CETP’s as well as industries, upgradation and expansion of CETP’s resulted in reduction in discharged pollution load from CETP’s (COD). The details are as below:
